The TCR lesson is valid. Also, if a country’s priorities change after an election, because of a change in government, this can jeopardize work done towards needed infrastructure or other investments. Rather than lose the gains made through that work, ADB and other development partners can work with other partners to incentivize investments from other areas. If the analysis that underpinned the advocacy of the initial investment is robust and relevant, then there may be ways to pay for the said investments despite changes in government priorities.

With remaining budget available, this may have been an opportunity for increased utilization of TA-financed personnel to assist or train government staff. The TA generated high quality documents. It is implied in the TCR that skills gained from preparing the studies for this project were useful to counterparts, especially in preparing bidding documents for another ADB project. A lesson learned here is that practical skills development of counterparts built into TA supporting the preparation of one investment operation can have spillover benefits for staff preparing other projects in the future.

A lesson learned from the non-take up of this specific ADB investment loan upon the change in government is that government participation and buy-in is important for planning continuity at times when elections are to be held. Thinking ahead about the possibility of regime change can be an important part of investment planning

The TCR should have provided a brief historical context of ADB’s engagement in the South Super Highway—the previous project had an extensive safeguards problem, and an issue with parallel bilateral agency funds. Despite that, ADB continued to engage in the same sector in the same region. However, differing political priorities of subsequent national leadership changed the course of the TA. The TCR could have elaborated how ADB should assess the political risks in starting or conceptualizing a similar loan in a sector that experienced prior difficulties.

The TA covers a variety of components regarding expressway development and operations, many of which can also be applied to the general road sectors, e.g., performance_x005F_x0002_based maintenance and construction technology. Some results produced by this TA are preliminary in nature. As outputs 1 and 2 targeted expressway development across the whole country and mainly focused on capacity building, they can be designed as part of knowledge and support technical assistance to better facilitate the nationwide initiatives and provide relatively long-term training support. For similar studies involving highly political decisions, necessary governance and institutional arrangements should be in place from the onset to improve the chance of sustaining TA outputs.
