Almost all the TA activities were implemented according to the arrangement specified in the TA report. However, no MOF officials could attend the training seminar organized by the SDCC as it was arranged during the Chinese Spring Festival. Instead, the TA team leader participated in the seminar and shared the training materials with the EA. Moreover, the final report dissemination press conference was cancelled as the EA considered the TA’s topic too sensitive.

Knowledge products were delivered and disseminated through meetings, workshops, seminars, and internal channels to policy makers. Management of the ADB TA team, government TA counterparts, and consultants was effective and requisite decisions and actions were promptly taken. Close monitoring and timely contract administration of the relevant consultants’ activities along with the regular and prompt communication with the relevant shareholders were crucial for the effective and successful TA implementation.

The regional TA financing was by JFPR. Japanese visibility was ensured through sharing Japan’s rich experience in customs modernization. Japanese resource persons presented at the workshops/events where Japanese organizations were engaged. These largely contributed to the success of the TA in achieving its intended outcome and outputs. The TA had close coordination and partnership with technical experts from relevant units of the WCO.

The TA supported CAREC countries’ scaling up the JCC by (i) analyzing lessons learned, (ii) intensifying JCC by moving toward the electronic exchange of harmonized cargo manifests and mutual recognition of inspection results, and (iii) expanding JCC to more BCPs in more member countries. Both PRC and MON Customs maintain the use of the UCM in the pilot BCPs, which improved the effectiveness and efficiency of both customs administrations.
