The project illustrates the importance of (i) strong commitment by the government, (ii) close collaboration among development partners, and (iii) prompt response to changing client needs during implementation. The leadership provided by MOH and the project coordinator was a key to the project's achievements. The project was not a stand-alone WCH project, but a part of broader health sector reforms. Strong collaboration among partners (i.e., technical inputs were provided by the World Bank, United States Agency for International Development, World Health Organization,UNICEF, and the United Nations Population Fund) and responsiveness to actual needs was an important contributor to the success of the various programs. The knowledge and working practice of health professionals improved from the outset. Because other partners addressed some project activities, it was possible to reallocate resources and expand geographical coverage. This improved project achievement and increased the likelihood of sustainability.
