Challenges encountered in the implementation of the COVID-19 Rapid Response Program highlight concerns that ADB need to address in future similar projects. These challenges include (i) reliance on existing data for baselines, which may rapidly evolve with the emergency situation; (ii) reliance on government systems and mechanisms for monitoring implementation progress, which may not necessarily comply with ADB requirements and timing; (iii) adopting the often broad objectives and targets of the government into the design and monitoring framework, which may result in challenges in accounting for the program’s actual accomplishments; and (iv) because of the fungibility of budgetary resources and the nature of the support modality, the program may end up without specific development outcomes it can call its own.
