Project preparatory and startup activities should be synchronized to avoid wastage of time and resources. The implementation of subprojects in multiple geographic locations and the need to manage the storage of equipment delivered years before installation added to the challenges in managing this project. Furthermore, consultant recruitment was not aligned to implementation progress. Opportunities were missed because the technical consultant was recruited after specifications had already been finalized, the social consultant did not conduct capacity building because they were demobilized when task delivery was due, and only 38% of the consultant budget was utilized. These represent a waste of assets and resources, incurred because of lack of synchronization of preparatory and startup activities and lack of coordination among relevant stakeholders.
