Based on the TCR narrative, the TA prepared some technical documents and accessed new mechanisms for climate finance. The approved GCF proposals were examples. While the TA made some efforts to increase awareness and disseminate knowledge via the in-country consultations, there was no clear evidence or assessment that the target audience was more aware of the technical materials presented, and had adopted the same, thereby, building institutional capacity. Adopting national or sectoral policies or legal standards, or any academic literature was not mentioned in the TCR.

The development of knowledge products is insufficient to build capacity and support uptake of findings by partners. Using appropriate dissemination pathways is important in engaging relevant stakeholders and decision makers to adopt the key messages. The main dissemination pathways for the JCC case study and the three CBM reports seem to be through presentations to relevant authorities and targeted training activities to strengthen awareness, institutional capacity, standards, and policies.

The TCR could have TCR could have provided further details about the national agenda/initiatives from India, Indonesia, and the PRC (Green Finance Initiative) brought about by the experience in developing this regional AMF. Based on the wrap-up workshop brief, staff from the East Asia Deparment, Central and West Asia Department, Office of the Special Project Facilitator, South Asia Department, and Sustainable Development and Climate Change Department, were present. Such details and other lessons from the Manila wrap-up workshop could have been mentioned in the TCR as well.

Collaborations with DMCs’ officials through two technical workshops on monitoring short-term economic growth provided forums for knowledge sharing among DMCs and with ADB on how the monitoring is conducted in different places. These activities have proven to be valuable avenues for knowledge_x005F_x0002_building activity that strengthened the capacity of ADB and DMCs to conduct macroeconomic assessment and reinforced the importance of keeping the tool kit up to date to ensure ADB’s relevance and value addition in policy dialogues.
