It is essential that the DMF in the RRP accurately presents the outcomes, outputs, and indicators that will be used to evaluate the performance of the program. Monitoring systems should be specified in the RRP and established at implementation and that responsible staff are identified at central and local levels for monitoring key activities.

There was value gained by engaging MOES units as implementing partners to help build institutional capacity and ensure sustainability at post-project. This is often discussed in the design of development aid programs but is rarely evident in the final implementation. In this program, the careful identification of responsibilities and division of labor, clear unit and individual accountability, and sustained monitoring were critical to its success.

Regarding use of the RMF (road maintenance fund), while the funding base for the RMF is broadening and annual expenditure allocations increasing, the fund is now spending only part of its income on maintenance and the amount for routine maintenance is relatively small. The RMF is not independent from the government budget system, and in 2014 - 2015 only 89% of fuel levy revenue is budgeted to be spent. This raises potential concern as to the future sustainability of the overall road maintenance.

Another important lesson learned from the project was that the use of a 6-year implementation period and design - construct contracts for the civil works packages was successful in addressing implementation delays that have occurred in previous road projects in the Lao PDR. The reasons for this success are (i) consultants can review contractors' designs easily and maintain the quality of design, and (ii) design - construct contracts can shorten the implementation period.

Project implementation delays in the civil works for contract R4-1 (Xieng-Ngeun - Pak Khone) were caused by a non-performing contractor, requiring the reallocation of part of the civil works to the performing contractor for contract R4-3 (Nam Pui Bridge - Paklay Bridge) to expedite and complete works in a timely manner. The lesson learned from this is that the executing agencies of future projects need to identify and replace non-performing contractors at an early stage and replace them with performing contractors.

The project demonstrated that the upgrading of national roads that connect the poorer districts of the Lao PDR is a viable means of addressing accessibility to markets and services for poor rural districts. The project provides an important link in the GMS (Greater Mekong Subregion) transport corridors connecting northern Thailand, northern Viet Nam, and the southern provinces of the PRC (People's Republic of China).

The RCU could have been embedded within an established organization (e.g., an intergovernmental agency or nongovernment organization) or existing program with similar objectives to the CDC1. By hiring a consultant and housing the RCU independently, institutional capacity for coordinating CDC was not developed within these agencies, risking loss of momentum after project closure.

Regional cooperation for CDC is a long-term prospect. As a first generation GMS project supported by ADB, the CDC1 project left behind a legacy of regional political commitment, trust, and familiarity among counterpart colleagues in Cambodia, the Lao People’s Democratic Republic, and Viet Nam countries, and knowledge products generated from Regional Coordination Unit (CDC1 and CDC2) -supported studies.

All three countries reported difficulty keeping up with the frequent changes in ADB’s procurement and audit requirements. This was compounded by the executing agencies’ difficulty in retaining qualified national staff for financial management, lack of in-service training from ADB, and limited support from ADB resident missions since the project was managed out of Manila.
