Donor and implementing agency collaboration is critical to the successful implementation of the sectoral, build back better approach to disaster reconstruction. Early in program implementation, the government recognized the importance of internet connectivity and the use of web-based applications. The program's participatory approach was effective in engaging multiple stakeholders, enhancing donor coordination, and delivering the intended results. Emergency programs are less amenable to inter-donor coordination compared to programs implemented under normal conditions. However, based on a participatory approach, the CARES program made it possible to involve different parties: ministries, international nongovernment organizations, the private sector and civil society organizations. The approach proved to be effective, as the results were satisfactory.

Ensuring that contractors engage project management and supervision team with adequate capacity is important. The reason for delays in implementing works contracts and the poor quality of works at the beginning of the project was the low performance of works contractors, who did not provide adequate management and supervision staff in accordance with their contractual obligations. Implementation agencies had to provide additional input to compensate contractors’ deficiencies, which resulted in high additional costs for consulting services.
