Although the actual cost for the civil works sections increased by about 50%, the project still ended with unused loan proceeds of $9.65 million (Loan 2205) and SDR1.40 million (Loan 2206). These were sufficient to finance the local roads, which were estimated to cost $3.8 million. A thorough fund disbursement analysis should have been conducted during project implementation.

Monitoring indicators should be carefully selected. Some indicators for impact and outcome are not readily available nor closely linked to the project. Since data are generally not readily available in Azerbaijan, sources for evaluation indicators should be identified in more detail at appraisal. Documents such as those prepared at appraisal and project completion should include sufficient data for subsequent verification and follow-up. Specific omissions were traffic data, unit benefits, and unit costs that were needed to fully comprehend the economic analysis.

ADB-financed project sections should be carefully selected. At appraisal, two sections were intended to be financed by ADB. The Yevlakh-Ganja section involves much higher traffic than the Gazakh–Georgian border section. Thus, the Yevlakh-Ganja section brought greater benefits and greater socioeconomic impact to the project area. If ADB had financed the Yevlakh-Ganja section instead of the Gazakh–Georgian border section, the project might have been rated efficient as the recalculated EIRR would have been higher than the threshold of economic viability.

Some environmental issues surfaced during implementation, which were not considered as risks at appraisal. These include the unanticipated decrease in hydropower output due to continued drought conditions, and the unexpected geological structures and underground water during the construction of the Agdash substation. The drought conditions rendered one impact indicator to be only partly achieved. A more thorough assessment of the environmental risks during the feasibility study stage could have avoided some if not all of these issues.

This validation notes some shortcomings in the formulation of covenants. First, the basis for reducing CO2 emission levels was not clearly defined, and the target emission levels could have been more modest. Second, the medium-term tariff policy is more of a sector issue rather than a project issue. The increase in tariff was critical to the borrower’s compliance with the loan covenants and achievement of some of the impact indicators. However, the implementation of the medium-term tariff policy is beyond the control of the borrower.

There was some confusion in Azerenergy about the correct approach to use in calculating the debt - equity ratio and the DSCR (debt service coverage ratio). Financial ratios should be defined in loan covenants, particularly if they form part of the financial covenants of the loan. Moreover, ADB should more closely review these covenants during review missions to evaluate - and if needed initiate measures to ensure - compliance.

The project demonstrated that Azerenergy is a capable implementing agency for power projects and that there is private sector capacity to undertake major construction projects related to augmentation and rehabilitation of power transmission and distribution networks. The project supported the One Health concept, which emphasizes the links between animal health and human health and emerging animal and human diseases. One Health provided a platform for unprecedented integration of animal, human and ecosystem health issues to fight the threat of avian influenza. The systematic collaboration of technical agencies across disciplines, such as FAO (veterinarians) and WHO (medical doctors) and civil society organizations (community health workers) supported by the project has promoted this concept since the beginning of the project.

ADB's high-level steering committee demonstrated ADB's institutional support, which enhanced coordination between development partners. The committee, comprising the heads of all regional departments and the Strategy and Policy Department and chaired by the director general of RSDD, provided prompt policy guidance and expedited decisions and actions. It also ensured that the needs of the countries were ascertained and that they had adequate access to project resources.
