One key lesson is the importance of providing sustained, well-designed, and consistent support to sector development. In this case, sustained support enabled the thoughtful evolution of a successful system for delivering large-scale, demand-driven, community-based, nonformal programs. A second lesson learned is that the introduction of new approaches, such as introducing competency-based training (CBT) to a fledgling system, requires significant effort and resources. More time and money was needed to develop the skills standards, curricula, assessment tools, and learning packages.

Sequential development issues in financial sector. Past reform actions mainly took place within a single subsector (e.g., banking and non-banking, including insurance and pensions). The complex interrelationships among subsectors is a new issue that must be resolved. For example, the insurance sector has grown significantly, and life insurance is a new area of activity. But there are few domestic investment opportunities: there is no treasury bond market and a nascent capital market. The insurance industry and pension funds are both service providers and users of the financial market.

Adequate capacity within the executing agency to be able to (i) recruit qualified and experienced consultants to support it in procurement work and in contract management, and (ii) select contractors and suppliers that are able to perform satisfactorily on contracts, is critical for minimizing deficiencies in procurement during project implementation. In this project, MoEYS could have more effectively utilized the project management and implementation support consultants to assist it in recruiting individual procurement consultants and in contract management.

Close coordination among development partners. Some of the policy actions under FSPIII have been supported by TA from other development partners, which can help mobilize increased resources for policy reforms. In addition, involvement of several development partners can create momentum in support of proposed policy actions. However, development partners may have differing time frames for completion of specific actions, which may result in delays in implementation of ADB-supported programs.

TA is essential in this regard; given the limited availability of ADB funding, strong development partner coordination is essential. The Third Financial Sector Program (FSPIII) experienced positive outcomes resulting from close consultation with development partners whose timely technical inputs enabled completion of policy actions. Also, some initiatives developed by ADB have now been implemented by other development partners

There were implementation delays during the initial period of the project, especially in achieving loan effectiveness, recruiting implementation consultants, and awarding contracts. These delays occurred even though advance procurement action had been approved. To minimize delays in achieving loan effectiveness, it is recommended that the practicalities of achieving all proposed loan effectiveness conditions are reviewed and discussed with the borrower and the executing agency during appraisal.

The RCU could have been embedded within an established organization (e.g., an intergovernmental agency or nongovernment organization) or existing program with similar objectives to the CDC1. By hiring a consultant and housing the RCU independently, institutional capacity for coordinating CDC was not developed within these agencies, risking loss of momentum after project closure.

Regional cooperation for CDC is a long-term prospect. As a first generation GMS project supported by ADB, the CDC1 project left behind a legacy of regional political commitment, trust, and familiarity among counterpart colleagues in Cambodia, the Lao People’s Democratic Republic, and Viet Nam countries, and knowledge products generated from Regional Coordination Unit (CDC1 and CDC2) -supported studies.

All three countries reported difficulty keeping up with the frequent changes in ADB’s procurement and audit requirements. This was compounded by the executing agencies’ difficulty in retaining qualified national staff for financial management, lack of in-service training from ADB, and limited support from ADB resident missions since the project was managed out of Manila.
