Donor and implementing agency collaboration is critical to the successful implementation of the sectoral, build back better approach to disaster reconstruction. Although it did not negatively impact the program, submission of the monthly and quarterly progress reports was irregular throughout the MFF implementation. This cannot go unattended under the second MFF, as without timely reporting, program management will not be in a good position to address the implementation challenges, especially those unforeseen at MFF and individual tranche approval. The program management unit should establish a mechanism to regularly monitor physical and financial progress per contract.

Although substantial progress has been made, longer-term policy measures to address the ongoing air quality issue in Mongolia are still needed The increased concentrations of sulfur dioxide and nitrogen dioxide show shortcomings in the program’s overall achievements, along with the concentrations of small particulate matter which remain above World Health Organization’s guidelines, necessitating more policy actions.
