The TCR noted that consultants’ performance was a key factor in achieving delivery. Engaging quality consultants is important, and that in the case of high ADB staff turnover, consultants can play a role in keeping the project going. Core consultants and national experts provided institutional memory and, by working together, they were able to deliver quality outputs in a timely manner. SAOD has confirmed this when finalizing this validation report. Changes in ADB personnel did not, therefore, significantly affect progress.

It would be helpful to have more details about how orin what way the RMs supported this TA. It is not totally clear what the TCR means by “arrangements to ensure the continuity of initiatives,” but as mentioned above, utilizing the research and work undertaken in this TA as a groundwork for future TAs or operations is a good way to get additional value from it.

When a limited number of highly skilled technical consultants are participating in a project, there ought to be a risk management plan for the early exit or the unavailability of one of the critical team members.

Significant changes to the PRIF CO staff (3 to 6 full time staff with 14 different consultants hired under 21 individual contracts) led to challenges in the delivery of services. An operational review conducted in 2018 proposed new operational structures to address “the need for longer-term funding certainty and broader funding base” and “the desire to provide greater stability in PRIF CO management and PRIF CO core team.” Majority of the individual consultants engaged for the TA performed satisfactorily.
