Continued capacity building is required for Cambodia and the Lao PDR to move to a higher level of technical capacity in handling sanitary and phytosanitary (SPS) concerns. The project has strengthened SPS capacity in Cambodia and the Lao PDR and facilitated product-specific market access agreements with neighboring countries in the Greater Mekong Subregion. It strengthened academic aspects of SPS, which were nonexistent before the project. It enabled knowledge transfer in priority SPS areas from the training and day-to-day coaching provided by project consultants.

Providing targeted resources to ensure sufficient understanding of ADB procurement and project administration guidelines, particularly among first-time ADB executing and implementing agencies, will help avoid startup delays. Minor implementation startup delays were encountered because of the unfamiliarity of some first-time implementing agencies with ADB procurement, financial management, and disbursement procedures. But after trainings were provided and consultants mobilized, implementation accelerated significantly.

Capacity constraints continue to affect Maldives’ maritime development and management, including projects financed by development partners. The technical associated linked to this project provided significant recommendations based on in-depth analysis and developed toolkits and guidance for improving harbor management and operation. Harness the role of community-based organizations for inclusiveness. Community-based organizations (CBOs) played an active role in implementing the PMEP, such as facilitating information dissemination in the community, collecting applications from interested unemployed individuals, and connecting them to ward offices. Similarly, CBOs helped the government in identifying poor and vulnerable people as recipients of its food distribution efforts and contributed to addressing food needs during the crisis.

Equipment to be provided by projects should be properly allocated and based on recipient needs. The distribution of equipment in some cases was not adequate for local disaster risks. For example, blowers were provided to all aimags including Govi-Altai where the risk of steppe and forest fires is low. In contrast, because of the high risk of forest fires in the area, Khuvsgul would have been provided more equipment such as blowers and forest fire extinguisher.

A more in-depth assessment of the executing agency’s capacity during appraisal could have avoided delays and revisions in scope. In this case, the Meghalaya State Skill Development Society (MSSDS) was a new entity, with little prior experience in undertaking large-scale skills development activities. Upfront capacity development support before sanctioning project finance will help expedite project implementation. At appraisal, weak capacity of the executing agency was identified as among the key risks to the project. Capacity development support was provided through an attached technical assistance, which was also instrumental in putting the project on track after a significant startup delay. Continuous consultations with communities throughout the project cycle are important for meaningful adaptations in project design and avoidance of conflicts during implementation. The Thimphu thromde used its own resources to conduct consultation and participation activities, which included national television announcements, public information campaigns including to building owners prior to construction, and community monitoring meetings. Consultations with road users post-implementation helped confirm the perceived projects benefits.
