Improved roads and market infrastructure resulted in more connected and vibrant rural communities and markets. This has brought moderate increases in household incomes in market catchment areas, but the project did not lead to an increase in agricultural production. The income effects also varied depending on the location and composition of livelihoods.

Spreading a project across a wide geographic areas creates additional coordination and administrative difficulties. The project had a wide coverage in southern Bangladesh where several subprojects were distributed across 12 districts, adding coordination and administrative burden to implementing agencies. Shock-responsive social protection mechanisms are effective in responding to the severe socioeconomic impact of global pandemics. Topping up existing benefits (known as vertical expansion) and using existing benefit delivery mechanisms allowed the government to respond quickly, ultimately reaching 80% of the population with cash support. This approach has also been adopted for pandemic response in other ADB developing member countries.

Close monitoring of and prompt responses to policy changes ensure smooth implementation and compliance to covenants. During project implementation, the executing agency took prompt action to change the scope of the project when one of the original subcomponents was not in compliance with the new issued development plan. Signing of loan agreement is essential to achieving project readiness. To avoid possible risk, the executing agency did not start the project implementation, including the detailed design for civil works, until the loan agreement was signed on 6 February 2013. That slowed project implementation progress in the early stage. In the future, ADB needs to convince the counterpart to enhance project readiness.
