As Chuxiong Prefecture government’s proposal for the TA was broadly formulated, it was necessary, in the process of designing the TA, to identify issues that could be addressed by policy and institutional reforms and narrow down the scope of the proposed TA based on preliminary research and discussions with key stakeholders. This led to a clear specification of the TA outcome, outputs, and key activities which effectively guided the TA implementation.

The TA was consistent with ADB’s desire to reengage with the education sector in Pakistan after a long absence and helped to influence the direction of the Country Partnership Strategy, 2020−2024, which is under preparation. The general nature of the TA provided flexibility and allowed ADB to be responsive in identifying the focus of the sector assessments prepared.

This kind of activity turned out to be very effective in incorporating ICT in ADB operations more strategically and comprehensively across sectors and thematic areas in line with ADB’s strategies particularly on the emerging technology areas where there are growing demands but ADB doesn’t have enough capacity. This kind of activity should be continued.

The TA project successfully supported the operational departments in preparing ADB CPS by conducting diagnostic studies on the countries’ readiness and opportunities on ICTD in DMCs including Azerbaijan, Indonesia, Kazakhstan, the Kyrgyz Republic, and Sri Lanka. For the Kyrgyz Republic CPS 2018–2022, Azerbaijan CPS 2019–2023, and Indonesia CPS 2016–2019, the diagnostic study reports were incorporated in the following ADB publications: Azerbaijan: Country Digital Development Overview; Kyrgyz Republic: Improving Growth Potential; and Indonesia: Promoting ICT in Indonesia.

Early buy-in and commitment of target countries, early involvement of countries in the TA design is critical in realizing the outputs and results. Balancing diverse interests of multiple countries is a complex process and requires considerable negotiations.

GMS countries have varying levels of capacity not only among countries but also among various sub-national administrations within a country. One-size-fits-all capacity building solutions do not work, and targeted capacity building efforts are critical.
