Although NHA has carried out procurement for multiple MDB-financed projects; a lack of continuity of key staff at its Procurement and Contract Administration posed challenges for each procurement and this project was no exception. Advance actions are important and effective in mitigating the risk of startup and implementation delays. As part of advance procurement, POWERGRID awarded the largest contract package under this project before loan effectiveness and the originally envisaged major contracts immediately after the loan became effective. It minimized land requirements by ensuring that the transmission lines mainly passed through government-owned land, wasteland, and agricultural and grazing lands and arranged for the timely issuance of forest clearances.

The use of lump sum construction supervision contracts under conditions of frequent design changes is disadvantageous for the consultant and could jeopardize project implementation. The use of a lump sum contract between the EA and consultant for this project was not suitable. Lump sum contracts work well when tasks are precisely defined and the risks to both parties are well understood. In this case, the project had frequent design changes that resulted in extended discussions on the variations and severe implementation delays.

With advance procurement for the supply and installation of equipment and consulting services commencing in June 2020, project implementation was completed nearly 1 year ahead of schedule. Financial closing was 8 months earlier than envisaged.

Contract management may better be handled by engaging a consulting firm rather than individual consultants. It was challenging for MECSS to recruit nine individual consultants, manage and coordinate them, review their reports, and process their payments during project implementation. In the future, it would be better for projects of this kind to have one consulting firm instead of several individual consultants whose inputs are closely linked.
