Proactive and attentive ADB reviews foster project success. The implementation of this project benefitted from proactive and attentive ADB reviews. These reviews facilitated timely approval of submissions, including requests for extensions and cancelation of loan funds. They also allowed ADB to timely suggest remedial or corrective measures to address implementation issues and challenges, as exemplified by the use of the MTR to change project design and drop non-achievable gender outputs, and identification of the missing grievance redress mechanism and its inclusion in the design of project 2. Overall, ADB fielded eight review missions, including the MTR.
