The cancellation of the Norwegian Agency for Development Cooperation funds and the delayed implementation of the Nordic Development Fund component affected consumer connection. A more reliable parallel financing arrangement has to be made to ensure the realization of designed project objectives. This matter needs to be addressed under ongoing and future loans16 for the power sector.
