Extensive, participatory consultations were conducted during project design and implementation. The needs and requirements of the beneficiaries and affected people, mostly ethnic minority groups, were incorporated into the design. As ADB's first loan for urban development in XUAR, the project prioritized promoting inclusive growth and sustainable development in the region through introducing a new urban development perspective, which addressed social benefits, environmental protection, and public participation. The project has a demonstration effect and provides lessons on planning and managing sustainable infrastructure development to other similar border cities and land ports with tourism potential in the region.
