The lesson learned is the need during project preparation to ensure the full commitment of the government and the executing agency to implement the resettlement plan. In addition to preparing a detailed resettlement plan, the project preparation team should identify all potential obstacles to implementing the resettlement plan, as well as describe the process and procedures in full detail, identifying all authorities responsible for approval during the procedure. The resettlement plan should also provide a realistic schedule to carry out the resettlement process. Deviations from the resettlement schedule should be identified quickly and should trigger the respective authorities to carry out immediate action to address the problem.
