Information and Communication Technology for Development Initiative Facility in Asia and the Pacific

ADB recognizes the need to leverage strategic knowledge partnerships for learning, capacity building, and innovation. It is particularly so in the areas of emerging technologies. The knowledge partnerships have been leveraged to tap into the expertise, resources, and networks of these organizations. For example, ADB joined the Global Partnership Network on Identification and jointly endorsed the Declaration of Common Principles on Identification for Sustainable Development on 11 January 2017. Under this partnership, the participating organizations agreed to support DMCs in establishing and utilizing legal identification systems for sustainable development in the form of funding and technical assistance. Based on the partnership, ADB has been supporting the Philippines and Cambodia to introduce a national identification (ID) system by providing technical assistance. Given the broad spectrum of topics in digital technology, ADB should leverage strategic partnership in selected areas where there are growing demands across ADB and maximize the outcomes from the partnership by taking its own absorptive and implementation capacity into account, limiting the number of strategic partnerships.
