As outputs 1 and 2 targeted expressway development across the whole country and mainly focused on capacity building, they can be designed as part of knowledge and support technical assistance to better facilitate the nationwide initiatives and provide relatively long-term training support. For similar studies involving highly political decisions, necessary governance and institutional arrangements should be in place from the onset to improve the chance of sustaining TA outputs.
