ADB’s project oversight was not adequate as the change in the executing agency was not formalized through a minor change in the TA implementation arrangement and the contract agreement with Bangladesh Women’s Chamber of Commerce and Industry (BWCCI) could have been better and timely managed. Individual consultants and the consulting firms delivered the quality reports and executed the contracts in a timely manner, however, due to the overlapping activities in the terms of references between the consulting firms and absence of social development expert, one workshop and some trainings were not executed. During the implementation, the DMF was not revised to reflect the changes due to cancellation of the mini-grid solar PV associated with the TA activities.
