The rationale of the TA was generally well-articulated. The TA design could have been formulated better in terms of outputs and outcome. Distinct performance indicators for outcome and outputs could have provide better opportunities to evaluate the TA results. Also, having realistic and achievable targets is crucial considering implementation realities and timeframe.
