Before committing TA resources, the timeline and output targets should be aligned with the government’s ongoing priority and programs so that start-up delays could be minimized, and output targets remain achievable. The following were observed on the DMF indicators for this TA: (i) the intended outcome for incorporating RBME in IMED’s operations by the end of 2016 was not synchronized with government’s plan and was constrained by TA implementation time; (ii) the target outcome for operationalizing the redesigned MIS by the end of 2016 was inadequate due to lack of synchronization with supporting investment for necessary IT resources or infrastructure; and (iii) the output for change in Seventh Five-Year Plan through IMED was not relevant as the responsible agency for this is the General Economics Division, which [is] not an implementing agency of the TA.
Enhancing the Institutional Capacity of the Implementation Monitoring and Evaluation Division
