Careful front-end analysis of existing regulatory and policy settings can improve TA design and impact. In this TA’s case, capacity development activities were selected as the main strategy for change. The TA missed an opportunity to incorporate other modalities, such as explicitly supporting policy change when it was already understood that the regulatory framework was an ongoing constraint to improved ODA management.
