Implementing the Greater Mekong Subregion Core Agriculture Support Program (Phase 2)

A lesson learned by this validation in reading the output and outcome information is that the information is not sufficiently clear on who and what agencies would benefit from the knowledge-building activities. Beyond the creation, adoption, and dissemination of guidelines for improved processes for climate-friendly, yield-improving agriculture, an analysis on which stakeholders have most to gain and are most in need of knowledge-building in the relevant areas would be useful if results are to be measured and presented quantitatively. This analysis can be done, for example, using spatial analytics (GIS). The general questions that can be answered using this approach include what form of knowledge building, and for which stakeholders might be recommended for further TA or other assistance; and where the greatest benefit for which resources are to be allocated for. A gap analysis and cost-benefit analysis could guide further specific investment allocations, especially if results can be measured against that baseline-building analysis, rather than giving a rather vague description of benefits from capacity-building outputs.
