Development of a realistic consultant hiring strategy, including options for various scenarios, is critical to the success of a TA project such as this, given the difficulty in hiring specialty skills for consulting assignments. Also, a well-formulated human resource strategy concerning the use of internal staff resources at the outset effectively supports TA project implementation. Project design required the hiring of consultants but their services were not secured on time. The TCR noted that two Kazpost staff did the work that was envisaged to be done by an external consultant. As such, forward planning for in-house staff could help provide expertise in cases when it will be difficult to find suitable consultants. In addition, it is beneficial to hire consultants for highly specialized tasks who can also train staff to improve project operations.
