Water Supply and Sanitation Services Investment Program - Tranche 4

Ensure dedicated PCU with full-time project director. There is a need for a dedicated project management team led by a director responsible for day-to-day management and completion of each ADB-financed project. The program suffered from high PCU staff turnover including of the director. Frequent change of staff led to delays in approving bid evaluation reports and contract variation orders, as time is needed for new staff to familiarize with project procedures. In addition, lack of regular DMF indicators updating by dedicated staff led to additional resources to restore information on results achieved. Further efforts to strengthen project management capabilities and an enforcement monitoring mechanism with the objective of increasing women’s representation in all project-related and hygiene promotion activities set out under the sanitation and hygiene promotion should be continued to improve GAP and DMF implementation.
