There are costs to coordinating the design and implementation of a project implemented across three countries with different priorities. There are also benefits from regional approaches in building networks and information and knowledge sharing, and some potential economies of scale in the use of consultants. It is important to be cognizant of, and assess, such costs and benefits. The justification for changes in targeted outputs (e.g., knowledge products) should be documented in project reports and the TCR.
