This lesson suggests that the TA project may not have focused enough on the actual needs of the staff, and they could have done a better job at identifying gaps in skills and meeting these through partnerships. More specifically, it would be useful had the TA project undertaken the following: (i) a thorough analysis of the skills gap of the counterparts and deep dive on specific sectors that builds the portfolio, (ii) determination of what could be addressed through training and what are more systemic issues,(iii) consideration of systemic issues under Risks and Assumptions so that the program is designed realistically while acknowledging the broader context where the TA project operates and takes appropriate mitigation strategy,and (iv) working with th government to find a way to build the ADB_x005F_x0002_supported curriculum in their career development path so that individual incentives and career growth prospects are aligned with on-the-job learning.
