The multitranche financing facility (MFF) modality allows flexibility in project selection and project management
maintaining focus on reforms and performance. However, when there are potential
political, governance, security, and integrity uncertainties, it would be more
appropriate to use a stand-alone project loan with additional financing depending
upon emerging needs. Simpler project designs, with specific purposes in a limited
number of locations, are more likely to succeed than those with a broad scope and
overly ambitious and complex structures.
