Incomplete registration and compliance monitoring and unjustified ceilings on the number of eligible beneficiaries can limit the outreach and transformative potential of conditional cash transfer (CCT) programs. Unde the Philippines' CCT, all target beneficiaries and children within 4Ps households should be registered and monitored. Since 2014, the number of registered children under age 5 and pregnant women has tapered off because of inadequate updating of the program database.Incomplete registration and compliance monitoring of all children within a household, partly because of overburdened field staff and limited outreach, impedes the transformative potential ofthe program. The current restriction on the number of eligible and monitored children up to three could have unintended consequences for unmonitored and unsubsidized 4Ps children. The existing cap on eligible children may be reviewed based on rigorous analysis of program impacts.
