Adequate safeguard reporting arrangements with frequency and report templates included in the construction contracts and technical guidance on the implementation of safeguard actions can strengthen project compliance to ADB safeguard requirements. The introduction of program actions through the RBL programs has improved PLN staff's awareness and capacity concerning ADB safeguard requirements. The grievance redress mechanism was found to be an area for further improvement during the evaluation of the previous RBL in Sumatra. This was improved under this program by incorporating complaint handling and consultation record clauses in the contract with the PLN contractor for distribution line construction. Inadequate reporting, however, caused some of the safeguard-related program actions to be appraised as partially achieved. This can be rectified by including adequate reporting arrangements with frequency and templates for reporting in the construction contracts and strengthening the monitoring of the report. PLN also demonstrated continuous improvement on the oil spill cleanup measures and management of waste and assets at warehouses. Technical guidance on implementation of the safeguard program action was issued in 2017 and further updated in 2018 to improve the consultation report template, impact monitoring, and involuntary resettlement screening. To integrate KfW's disbursement-lined indicators and program action plans, the technical guidance document was updated in 2021, which was close to program completion. The technical guidance could have provided greater value had it been available before or at the start of program implementation.
