Greater attention should have been given to the impact of the project on the budget resources of the province. Although the project was reduced in size from $66.0 million in the initial design to $37.3 million at appraisal, not enough consideration was taken of the province's financial capacity, its revenue, or its budget commitments, which in the end became a key consideration in the provincial government's decision to cancel the loan (principally the irrigation and rural roads components) so that it could channel more of its discretionary budgetary resources into higher priority investments, which turned out to be health care, education, and water supply, and which part of the project did support.
