Involving the beneficiaries at all stages of planning and implementation of upgrading activities and promoting inclusive community empowerment are critical in ensuring pro-poor investments and sustainability. The following are included: (a) community control of decisions over resources and investment choices; (b) simple and transparent funds flow arrangements with direct transfers to community accounts; (c) comprehensive facilitation support, including social facilitators to ensure full community participation, and engineering facilitators to oversee the technical quality of civil works; (d) strong accountability procedures, such as public disclosure of budgets and contracts; (e) community management of funds and procurement matters; and (f) training for communities in establishing effective mechanisms for operating and maintaining new infrastructure.
