More careful assessment of results of institutional capacity reviews during project processing could avoid major revision of project components dealing with institutional capacity. Although the RRP stated that “capacity development activities were developed in coordination with the other key development partners and DPWH to ensure that they are complementary and do not overlap” the completion report stated that the ICD programs “were significantly adjusted according to actual needs to be relevant to the government reform agenda, and to avoid overlap with other programs financed by loans from various lending institutions”. In the validation’s view, the institutional capacity review was inadequate at appraisal and could have been highlighted during project processing.
