The timely provision of adequate community infrastructure and services is key to ensure the
well-being of displaced households and achieve resettlement objectives. These infrastructure and
services, including electricity, water, waste management, drainage, and road management, would
have to meet pertinent national standards at the least and be made available prior to issuance of
settlement plots to affected households. It is useful to have independent monitoring and verification on the availability and quality of these infrastructure and services. Fourth, the value of
designing carefully the project outcome and output indicators to establish a sound cause–effect
relationship. It is important that the outcome indicators reflect the immediate and direct benefits
of application of project outputs, and the output indicators incorporate interventions critical to the
expected outcome achievement.
