It may be necessary for the Government of India to consider directly releasing project funds to executing agencies to avoid delayed reimbursement of project expenses that leads to late payment for example of contractors, which affected the Implementation of all projects under this program. In particular, the government may need to review and replace with a more expeditious system the current arrangement of routing project funds through the State Finance Department and the Ministry of Housing and Urban Affairs that require additional coordination between these two agencies before funds are released to the state-level executing and implementing agencies.
