Ensuring the continuity of reforms until they are fully rexecuted requires the Implementation of a medium-term program framework, strong government commitment, and extensive consultation and engagement of key stakeholders. This program was designed when the massive K–12 reform was rolled out. The reform’s full Implementation was envisioned to go beyond the administrative tenure of Department of Education that initiated it. By plotting key policy actions, reform targets, outcomes, and expenditure framework over the medium term, the program helped transition the government’s senior high school reform to the next administration. The success of the reform largely depended on the continuity of actions needed for its full execution. The government’s commitment to achieve the disbursement-linked indicators guaranteed by the loan agreement ensured that critical targets were not foregone with changes in the executing agency’s management, organization, and program priorities. While periodic briefings on the RBL modality had to be undertaken throughout program Implementation, they allowed education officials and staff to better appreciate the rationale and details of the reform targets and renew program ownership. The program demonstrates the potential of an RBL program in advancing a critical reform agenda that spans both time and changes in government.
