Results-based lending (RBL) is effective in strengthening government systems and fostering a whole-of-government approach to education reform. The Department of Education and education sector benefitted from the extensive engagement and discussions with oversight agencies on specific program results areas. The agencies provided a wider perspective on government financing, resource programming and prioritization, development planning, and program or project evaluation. Extensive engagement accelerated the agencies’ understanding of the senior high school reform elements and provided them useful insights on how to support Implementation in line with their mandates. Engagement allowed the agencies to identify crosscutting issues and matters requiring interagency coordination and collaboration, given their broader sector view (encompassing basic education, technical and vocational education and training, and higher education) and helped them better evaluate the program outputs and outcomes. The analytical studies produced under the associated technical assistance extensively informed the agencies’ policy decisions.
