Social Protection Support Project

Development partners, such as the World Bank, Australian Department of Foreign Affairs, and United Nations Children’s Fund (UNICEF), have been working alongside ADB in supporting the 4Ps program that has led the Department of Social Welfare and Development to request for joint review missions. Given the strong government ownership sustained over more than 10 years, it is recommended that the government consider adopting a sector-wide approach to enable effective coordination of development assistance in the social protection sector as it further scales up the 4Ps program and expanding its reach. Taking a sector-wide approach, through coordinated interventions, can enable the government to address complex and interconnected issues, such as limited resources, demographic shifts, populations working in the informal sector, and increasing vulnerabilities due to climate change.
