It is critical for project design to include key activities and budget for the executing agency and implementing agency to be accountable for realizing the targets indicated in the design and monitoring framework (DMF). In this case, the DMF indicator for “report identifying and addressing constraints on achieving gender balance in senior hospital management” was canceled due to the absence of activities and resources planned at the project design stage to identify and address the gender parity issues in senior hospital management.

The Pantawid Pamilyang Pilipino Program (4Ps) program did not increase the number of children fully immunized before 1 year of age or collect complete data during the impact evaluation rounds on the share of beneficiary children aged 6–14 years of age who were working. It is recommended that future support to the 4Ps program include technical assistance to support the government to identify key issues preventing immunization before 1 year of age and ensure robust M&E of children’s attendance in school and participation in work and labor activities.

Proposing reforms during crises requires careful risks assessments, including in particular the likelihood of reforms being sustained, and well-prepared mitigation measures. It also requires an in-depth knowledge of the sector in the country through previous successful involvement and will demand intensive policy dialogue to be pursued after the crisis. The project demonstrated that vertical programs such as HIV/AIDS can be efficiently integrated into PHC services. Under the project, a template was developed for the MOAs between NDOH, local health authorities, and the economic operators. While the objective of this standardization was to accelerate the signing of MOAs, it had, in fact, an opposite result, i.e., with the MOA not considering the local conditions, constraints and needs at the onset, the MOAs were not always satisfactory, causing delays in signing. Regular supervision with coaching is essential for maintaining and improving the quality of health services delivery. Especially in rural areas, supervision is also required to support often isolated local staff and helps to retain health-workers. Civil works successfully rehabilitated health facilities under the project, but regular supervision of public health facilities by health staff of the economic operators, as agreed in the MOAs, were not sufficiently sustained.
