Joint donor support in a small country can provide a significant incentive for reform. Joint support provides an incentive because of its potential significance in overall GDP. Nevertheless, it is still important that reform is country-owned. In Kiribati, the government could see the cost of maintaining its existing fiscal policy because of its negative impact on the RERF, so the external shock also provided an incentive to reform.

Limit the policy matrix to a few critical actions. While Kiribati had an incentive to reform, the country also has limited reform capacity. It needs to focus on a few critical actions and to be clear on the development outcome of each prior action, including identifying an indicator that can be monitored. The requirement where the five largest SOEs were to submit audited accounts may have underestimated the institutional capacity that was required to achieve it.

TA support is important. If a TA grant is not directly provided to support reform implementation, it is important to link reforms to existing areas of technical assistance. ADB helped support SOE reforms before and after grant release, so there was existing support in the area, which would continue after the PBL. The program also benefited from the government and development partners creating a joint policy matrix, which listed a series of policy actions that preceded grant release and supported a post-partnership framework.

The program grant enabled the Revenue Equalization Reserve Fund (RERF) drawdown to be reduced in 2014 and expedited reforms. Ongoing actions under the post-program partnership framework can be combined into a multi-year matrix linked to ongoing budget support. The program also highlighted the importance of partnership (with government and other development partners) through creation of a joint policy matrix.

ADB was able to use its convening power effectively because it had the necessary in-house technical expertise. Public health experts on ADB's staff with knowledge of emerging infectious diseases were involved in designing and implementing the project. This in-house expertise made the dialogue with the technical and regional agencies to strengthen regional collaboration within and across the animal health and human health sectors possible.

Each new outbreak of disease confronts projects such as this one, as well as the implementing partners and global community, with a fresh challenge, because its early spread outpaces the gathering of scientific evidence needed to formulate containment policies. Each successive outbreak is followed by an initial opaque period characterized by a frustrating lack of scientific evidence on which to base policies and technical guidance.

The project supported the One Health concept, which emphasizes the links between animal health and human health and emerging animal and human diseases. One Health provided a platform for unprecedented integration of animal, human and ecosystem health issues to fight the threat of avian influenza. The systematic collaboration of technical agencies across disciplines, such as FAO (veterinarians) and WHO (medical doctors) and civil society organizations (community health workers) supported by the project has promoted this concept since the beginning of the project.

ADB's high-level steering committee demonstrated ADB's institutional support, which enhanced coordination between development partners. The committee, comprising the heads of all regional departments and the Strategy and Policy Department and chaired by the director general of RSDD, provided prompt policy guidance and expedited decisions and actions. It also ensured that the needs of the countries were ascertained and that they had adequate access to project resources.
