ADB’s close engagement with governments and close collaboration with development partners are beneficial for the design and implementation of countercyclical crisis response programs. ADB’s continuous policy dialogue with the government contributed to the government’s response strategy and development financing plan. The resulting close alignment also enhanced the program's design and facilitated its smooth implementation.
