Support in the form of advanced capacity building activities and provision of equipment is instrumental for scale up and replication of TA activities in any country. The pilot implementation of CAPI-related activities in Lao PDR, Sri Lanka and Viet Nam enabled the three implementing agencies to adopt CAPI in their upcoming surveys and censuses. Furthermore, with rapid advancement in technology and internet connectivity, the possibility of piloting other novel forms of data collection such as web-based, SMS-based and Interactive Voice Response surveys increases.

NSOs should also be more generally supported in future TAs to train more enumerators and supervisors on how to use tablets on a quarterly basis so that they are familiar and comfortable with using technology. The strategic oversight of funds is enhanced when their governance structure includes some form of third-party engagement. The original Board paper outlined the governance structure of CCF and included at its apex ADB and external financing partners, whose function would be to provide strategic direction to the CCF and to meet ADB for annual consultations and to review progress, administration, and the annual work program. Since there are no external financing partners, ADB sits alone at the apex of the governance structure.

Institutional capacity development on climate change in ADB’s DMCs requires long-term engagement. Just over half of CCF resources went toward capacity development. The lack of basic climate data, technical expertise, and qualified local staff in many DMCs means that some processes, especially baseline studies, vulnerability assessments, and cost–benefit analysis of mitigation and adaptation measures, have to be adjusted to reflect realities on the ground.

Conducting an exploratory TA like this one results in evolvement of the nature of work that requires continuous extension to the ongoing work. The cost savings from hiring the international consultants have allowed the TA to expand the work without having to request for an additional funding. In addition, engaging ADB staff directly in working on the research topics was a critical element to ensure that the knowledge and capacity grows within ADB as a knowledge bank.
