The TA had been effective in drawing cofinancing. Activities from the cofinancing were clearly defined and complementary to ADB financed activities. Co-financing could have been envisaged at design stage instead of additional financing during implementation.

Stakeholder participation and engagement were critical, especially for multi development partners funded projects because it boosts coordination among various parties, which eventually helps the project achieve its intended outcome and outputs. The co-financers and development partners were fully engaged throughout the TA implementation.

The TA contributed to knowledge building through Annual and Quarterly Fiduciary Reports dissemination and other workshops. The TA also provided support for the preparation and dissemination of Annual Sector Performance Report which played a key role in planning and decision-making in primary education in Bangladesh. These initiatives can be replicated in the secondary education sector.

The TA implementation experienced several changes. There had been 13 approvals for minor change in scope and implementation arrangement to engage new experts and/or revision of TOR. This could have been avoided by comprehensive need assessment of expertise and deliverables.

PEDP III had 626 audit observations. Adequate training to the executing agencies on compliance with financial rules and regulation should have been provisioned under the TA, which could have improved the financial compliance and resulted in fewer audit observations.
