The pilot implementation of CAPI-related activities in Lao PDR, Sri Lanka and Viet Nam enabled the three implementing agencies to adopt CAPI in their upcoming surveys and censuses. NSOs should also be more generally supported in future TAs to train more enumerators and supervisors on how to use tablets on a quarterly basis so that they are familiar and comfortable with using technology. Institutional capacity development on climate change in ADB’s DMCs requires long-term engagement. Just over half of CCF resources went toward capacity development. The lack of basic climate data, technical expertise, and qualified local staff in many DMCs means that some processes, especially baseline studies, vulnerability assessments, and cost–benefit analysis of mitigation and adaptation measures, have to be adjusted to reflect realities on the ground.

The cost savings from hiring the international consultants have allowed the TA to expand the work without having to request for an additional funding. In addition, engaging ADB staff directly in working on the research topics was a critical element to ensure that the knowledge and capacity grows within ADB as a knowledge bank.

Collaborations with DMCs’ officials through two technical workshops on monitoring short-term economic growth provided forums for knowledge sharing among DMCs and with ADB on how the monitoring is conducted in different places. These activities have proven to be valuable avenues for knowledge_x005F_x0002_building activity that strengthened the capacity of ADB and DMCs to conduct macroeconomic assessment and reinforced the importance of keeping the tool kit up to date to ensure ADB’s relevance and value addition in policy dialogues.

Clear delineation of country activities with transparent funding allocations in cross-border RCI TA projects involving several countries helps smooth implementation and increase project success. The transaction costs in cross-border RCI TA projects tend to be high both in terms of resources and the time required to achieve agreement among stakeholders in the participating countries. It takes much longer to negotiate and agree to a common proposal in a cross-border RCI TA project than in a usual TA project.
