The IAs were fully consulted during the inception, interim, and final meetings. The draft policy recommendations were extensively discussed among the stakeholders at the interim and final workshops for each of the three components. Being given ample time (1 month) to review the final reports prior to the final workshop, they were able to provide useful and thought-provoking comments to improve the technical reports and add value to the proposed recommendations.

Policy dialogue with relevant government agencies was maintained throughout the implementation period, and TA-specific issues taken up with government counterparts during review missions. The IAs’ strong ownership was the key to the TA success. Technical milestones were monitored in reports prepared by the consultants and reviewed by the IAs and ADB.

The project approach in recruiting three sets of consulting teams comprising international and national consultants, each led by a subsector specific expert/team leader, was suitable given that the three project components addressed separate issues. Each had a different and appropriate IA within MOF: the Policy and Fiscal Affairs Department for Component 1, the Tax Policy Department for Component 2, and the Social Security Department for Component 3.

Even though the staff member managing this TA changed twice due to staff movements and workload reallocations, the consultants were able to complete their work within the project time frame. Final reports—the quality of which satisfied the government—were submitted before the originally scheduled completion date. These demonstrated the value of proper handover and the importance of regular and close coordination with government counterparts and key stakeholders to ensure a smooth transition, with minimal disruptions, if any, to TA activities”.

Having the IAs administer the workshops, seminars, and an international study tour not only strengthened project ownership, but also minimized the administrative and logistical responsibility of ADB. Contrary to the original plan of preparing an advance payment facility to implement the activities, ADB made direct payments to suppliers and contractors and reimbursed justifiable, project-related costs incurred by the government.

The TCR stated that, “ADB should consider a follow-on TA for further study of the low-income protection system. This TA should support additional study of the need to revise the beneficiary targeting strategy, an assessment of the impact of asset filters and living standards as indicators of poverty and of eligibility for a minimum living guarantee for households, and advisory assistance to help local governments develop clearer eligibility rules for more accurate targeting of beneficiary groups.”

The strong performance by the MOF’s PPP Center demonstrated substantial benefits when an active hands-on approach was adopted. Given the strong government interest and ownership in the TA, the PPP Center conducted its own market consultation, which showed potential for well-designed PPPs. Consultant roles were adjusted for further investigations. When market interest was low, the PPP Center also took the initiative to contact commercial banks, law firms, and institutes to discuss joining in the project activities.

Outputs could have been better streamlined as some components were overlapping. For example, outputs 1, 2, and 4 were discussing international practices and the three PPP type of funds, i.e., VGFs, lending facilities, and guarantee funds, and its applicability to PRC conditions. It is unclear whether different types were proposed for use by different levels of government. The original aim was to promote standardized application of a PPP model.

Collaborations with DMCs’ officials through two technical workshops on monitoring short-term economic growth provided forums for knowledge sharing among DMCs and with ADB on how the monitoring is conducted in different places. These activities have proven to be valuable avenues for knowledge_x005F_x0002_building activity that strengthened the capacity of ADB and DMCs to conduct macroeconomic assessment and reinforced the importance of keeping the tool kit up to date to ensure ADB’s relevance and value addition in policy dialogues.

Conducting an exploratory TA like this one results in evolvement of the nature of work that requires continuous extension to the ongoing work. The cost savings from hiring the international consultants have allowed the TA to expand the work without having to request for an additional funding. In addition, engaging ADB staff directly in working on the research topics was a critical element to ensure that the knowledge and capacity grows within ADB as a knowledge bank.

The TA showed the importance of formulating an outcome that is the direct and immediate result of the project outputs. Government acceptance at a fairly distant date of the project’s policy recommendations as an indicator of outcome achievement was over ambitious, and the outcome itself of actual improvement of the public sector compensation system was dependent on many (often political) factors far beyond the control of an ADB TA.
