Well-conceived and structured TA associated with the program addressed the obstacles presented by system inefficiencies and limited capacity. Survey data and other forms of monitoring can be subject to local manipulation by incumbents and unintended beneficiaries. A related problem is rent-seeking in local agencies and the government can similarly distort monitored data, and misdirect public transfer payments and other benefits.

The complication arose from the government’s decision, during SP2, to inject the other half of the anticipated policy output units into the subprogram, by extending it by another 5 months. This put considerable work and budget pressure on the project team. And that may have been a factor in the inability to fully achieve several output actions in time for this report.

Insufficient technical support was provided to the Government of Palau by ADB at program commencement to assist with the initial work on alternative policy and legal frameworks, including merger and privatization options. Greater use of specialist water utility engineers and water company contractors with wide Pacific experience could have benefited the program.

The interim restructuring of the program, at the request of the government, lowered the total program cost to the government. It also put greater emphasis on the program’s design features than on embedding the program deeper within public institutions. This may have been fiscally expedient but will have long-term costs that are hard to measure now. The government may have employed the program’s national consultants after it decided to fund SP2 and SP3, but ADB is unlikely to receive information on the results.

The RRP outlined that one of the program outputs was the establishment of the policy and legal framework to enable the provision of sustainable and efficient water and sewerage services, including allowing for outsourcing of the management function to a private company. Examples of merged power and water utilities and private sector-run water utilities include the UNELCO Engie in Vanuatu and the American Samoa Power Authority (footnote 9). These types of viable utility options need to be considered during the appraisal of similar programs.

Better coordination with Australian Aid was an explicit part of the PRMAP from the beginning. Adjustments to ADB’s country strategy and the design of follow-on programs may be better informed if there is sharing of information during and after each intervention.

Consultation was undertaken at appraisal and fact-finding was done by ADB on alternatives to the establishment of the PWSC. However, the change in the government resulted in changes in the sector reform choices undertaken and resulted in less commitment to the program. For similar policy-based loans, the lesson is to develop ownership indicators for programs ex-ante, which are sufficiently robust to ensure that government commitment is maintained irrespective of sector reform pathways.

The approach to risk assessment and risk management should be consistent across programs. Risk assessments should include the individual risk and its risk level before mitigation, the mitigation strategies and resultant risk to each risk and to the overall risk after mitigation. The PCR template should also allow for discussion on risk to explicitly consider whether the risk mitigation strategies had been successful.

Recommendations need to be clear on what should be done, by which agency and if possible in what time frame, and should show whether the program managers agree or disagree. This allows for any follow-up to be well-targeted on where improvements should have been made. It also allows the public to determine the quality of the recommendation when the report is published on the ADB website. (iii) Where it is available, the use of country information such as audit reports (both internal audit and external audit) can provide an alternative perspective on the success of the program.

There is a need to ensure adequate outlays for project implementation support. The report and recommendation of the President indicated that the risks of cost overruns for project implementation were mitigated through careful and detailed cost estimation. However, the PCR stated that project implementation support costs exceeded the appraisal estimates. Adequate budget needs to be allocated to support the implementation of location-specific projects that require training and technical advice for local stakeholders.
